Sean Noonen, Principal and CEO

Sean Noonen brings nearly a decade of public sector and military leadership experience to his role as Principal and CEO at Noonen Martinez Consulting, with a strong focus on organizational operations, financial oversight, and logistics management. A native of Gallup, New Mexico, Sean earned his Master of Business Administration with a concentration in Financial Management from the University of New Mexico’s Anderson School of Management, along with a Bachelor of Business Administration in both Marketing Management and Operations Management. His academic background supports a strategic, systems-level approach to managing complex operations and driving institutional performance.

Sean’s public service career includes key leadership roles within the New Mexico Department of Finance and Administration (NM DFA), where he served as Technical and Support Supervisor in the Federal Grant Bureau. In this capacity, he led initiatives to improve internal operations, streamline compliance processes, and enhance financial reporting systems. His work emphasized cross-functional coordination, contract administration, and the development of scalable business processes—skills that are essential to the effective delivery of public and private programs.

In parallel with his civilian career, Sean has served in the New Mexico Army National Guard, where he has held multiple leadership positions, including Commander of a Forward Support Company responsible for logistics support to a combat arms battalion. He previously served as a Company Executive Officer and was deployed to Kuwait in support of Operation Enduring Freedom and Operation Spartan Shield. His military experience has sharpened his capabilities in personnel management, operational planning, and logistics execution under high-stakes conditions.

Aurora Martinez, Managing Partner

  Aurora Martinez brings over a decade of public sector experience to her role as Managing Partner at Noonen Martinez Consulting, with deep expertise in project management, program implementation, and data analysis. A lifelong resident of Santa Fe, New Mexico, Aurora holds a Bachelor of Arts in Psychology with an emphasis in Behavioral Research and Statistics from the University of New Mexico. Her academic foundation informs her analytical, systems-based approach to managing complex programs and driving operational efficiency.

Aurora’s public service career includes key leadership roles at the New Mexico Department of Transportation (NM DOT) and the Department of Finance and Administration (NM DFA). At NM DOT, she led the statewide Traffic Monitoring Program, overseeing federally funded projects, implementing quality control protocols, and ensuring compliance with Federal Highway Administration (FHWA) standards. Her responsibilities included budget management, multi-agency coordination, and adherence to labor and procurement regulations—skills essential to the successful delivery of large-scale public initiatives.


At NM DFA, Aurora supported the administration of federal programs by leveraging her strengths in data evaluation, regulatory compliance, and interagency collaboration. Her ability to interpret complex federal guidelines and translate them into actionable strategies has consistently improved program outcomes and streamlined operations across diverse sectors.
